As a new,clean and large reserved energy source,the coal seam gas (coal mine gas) is an unconventional natural gas resource,on which is focused by the countries in the world day by day.Fushun Mining Area is famous for its rich coal reserves and high-quality coal.Although it has been exploited for 100 years,it still retains 800 million tons of coal reserves.Fushun Mining Area is a typical “city mining area” and the underground exploitation is restricted strictly owing to protecting the city ground.Therefore the state decided to limit the exploitation to ensure the city’s safety.According to the national energy sources industrial policy,with a view to the plentiful recoverable coal reserves and the quite rich coal seam gas resource,on the basis of the accumulated experience of drawing out and giving out the coal seam gas from 1950s in Fushun Mining Area,and combined with the enterprise reform and industrial structure readjustment,the comprehensive development and utilization of the coal seam gas will be one of the prioritized industries in Fushun Mining Area.The Liaoning Province Government classified the Project of Fushun Coal Seam Gas Development and Utilization as the key project of the sustainable economic growth in Liaoning Province with Liaoning Province Government Development Commission document No.(1998)27.On August 25,1999,the State Development Planning Commission gave an official written reply to the Project Recommendation of Fushun Coal Seam Gas Development and utilization with the document No.(1999)1123.
