3.不是很确定，我个人觉得应该按就近原则，根据主语是复数选A.

2.C. not until...句型+it is...that 强调句型，后跟that从句。因last night及前面的was，可判断为过去时。
3.A. 此处应将主语视为复数，强调是12，而非10，11等
