应该不可以 因为that不能随便用在句子后面再接另一个句子 可以修改为 I’m writing to you,hoping that+句子 这时that后的句子就是作为hope的宾语从句 而hoping作为整个句子的伴随状语

楼上正解，当主句的发出对象和从句的发出对象相同的时候没必要重复。比如这句里面I am writing to you... I hope 的发出者都是我，所以不需要再次重复。
可以替换成： I am writing to you to hope... 用动词不定式表目的
或者像一楼说的那样 I am writing to you in the hope ... 用in the ...
